From a practical standpoint... if you can choose, you and your family will probably have a nicer life living in a rising polity than in a declining one. However it's not an ironclad rule, there can be plenty of violence and chaos on the way up too.

Not everything is cyclical. There is knowledge accumulation and capital accumulation. We can hope for progress... but it's far from being a straight line.

If you really want to read the scary take on AI, forget about Skynet, Matrix, etc. Pick up Vernor Vinge's "A Fire upon the Deep". It's about a galaxy level threat superintelligent AI. Great book.
