🧾 BIDEN LAWS: WHO WINS & WHO GETS SQUEEZED
1️⃣ Inflation Reduction Act (2022)
-
Massive subsidies, tax credits, and grants for clean energy, EVs, hydrogen, and manufacturing.
-
Many credits are transferable so large firms and investors monetize them.
-
Also introduces a 15% corporate minimum tax and a 1% excise tax on stock buybacks — modest taxes targeting big firms.
➡️ Wealth/capital tilt: huge long-term value to investors and energy corporations. ➡️ Risk to the poor: tax burdens shift; benefits less accessible for individuals without capital.
2️⃣ CHIPS & Science Act (2022)
- ~$39+ billion for semiconductor manufacturing, R&D, grants, tax incentives.
➡️ Benefit: supports high-tech firms, semiconductor supply chain, global competitiveness.
➡️ Risk: small tech firms, individuals, or regions without infrastructure see less share; competition for capital intensifies.
3️⃣ Infrastructure Investment & Jobs Act (2021)
- Major public spending on roads, bridges, broadband, utilities. ➡️ Benefit: big construction, materials, utility firms gain contracts. ➡️ Risk: high marginal tax and bond financing costs; benefits often flow indirectly and unevenly.
4️⃣ Fiscal Responsibility Act / Debt Limit Deal (2023)
- Restarted student loan payments after pandemic pause.
- Tightened discretionary spending, including potential cuts to safety net programs. ➡️ Benefit: reduces long-term fiscal risk, supports bond markets. ➡️ Risk: extra financial burden on graduates, reduced support for vulnerable populations.
5️⃣ Consolidated Appropriations Act, 2023
- Eliminated SNAP Emergency Allotments (extra food benefits) after February 2023. ➡️ Benefit: reduces budget outflow, signals stricter fiscal control. ➡️ Risk: households relying on extra support lose $80–100+ monthly in many cases, impacting food security.
📊 WHO GAINS vs WHO LOSES — Quick Table
| Group | Gains / Benefits | Losses / Burdens |
|---|---|---|
| Corporations / Investors | Big subsidies, grants, tax incentives | Slight encroachment (corporate minimum tax, buyback tax) |
| Tech / Manufacturing Firms | Access to public capital and procurement contracts | Need to compete under high standards, capital requirements |
| Middle / Working Class | Potential job creation, infrastructure improvements | Fewer direct subsidies, higher costs, restart of loan payments |
| Lower Income / Vulnerable | Minimal direct benefit | Loss of SNAP extra allotments, less access to capitalized credits, health & cost burdens |
🔍 KEY TAKEAWAYS
- Many Biden provisions boost capital and corporations under the guise of “green transition” and “national security.”
- Some measures impose subtle costs on ordinary people (restarting debts, tightening budgets, reducing supplemental aid).
- Contrast: capital shifts upward, while services shift downward or become more conditional.
- In Bitcoin terms: fiat policies still allow powerful entities to capture subsidies and incentives. Bitcoin’s fixed supply and transparency aim to reduce capture.
