CHAT CONTROL 2.0 BLOCKED AGAIN, THANKS TO YOU!

What happened yesterday: the European Parliament blocked the deal pushed by the EU Council.

The EU Council wanted:

(1) "voluntary" scanning of all private chats under "search plans" approved automatically unless an authority vetoes;

(2) administrative authorities, not courts, ordering providers to scan private messages, not limited to suspects, using AI with massive false positive rates;

(3) making the failed Chat Control 1.0 mass scanning regime permanent, while admitting it is not effective, as we discussed in my previous posts.

Your voice to parliamentarians made a huge difference again: the Parliament refused scanning of private communications, stating it must remain limited to persons linked to child sexual abuse, not everyone by default or under a blanket licence, as Council proposed.

The Parliament also closed the back door where "risk mitigation" rules could force providers into scanning under threat of fines.

What did pass: a preliminary agreement on scanning publicly accessible content for known child abuse material. This was proposed by the Parliament as the effective, targeted alternative. But we have doubts about it, keeping in mind how it works in financial laws 🙄

We still wait for the text to see what this means and will inform you in the coming weeks.

And if you think decentralized protocols are exempt, remember that #ChatControl targets service providers. Any #relay or client operating in the #EU could face obligations under this framework.

This defense proves again: our voice matters when it is vocal, with your support!

And we will need it again in November, so please follow the updates.

Now, it is important to call or write to your MEP and your government to say thank you to those who stand on the side of privacy.

They need to see you are watching their move. Please repost.

Digital Rights Under Siege: Join BTCHEL Talks!

Join me to discuss why #Bitcoin P2P privacy payment tools, privacy of communication, and travel data protection matter more than ever at BTCHEL conference in #Helsinki (August 14-16)!

Bring anyone who's tired of feeling like their every move is being tracked and wants to do something about it!

Do it before it is too late - we're living through an unprecedented assault on digital privacy:

1. The EU's Anti-Money Laundering Authority (AMLA) is advancing a "zero tolerance for anonymity in crypto" policy, while...
2. Denmark's EU Presidency is fast-tracking #ChatControl regulation for adoption on October 14, 2025.

This isn't just regulatory overreach—it's the architecture of mass surveillance disguised as child protection and combating financial crimes/terrorism.

The consequences are already visible and show how financial surveillance creates real physical and national security dangers:

• kidnapping incidents in #France targeting crypto-assets holders,
• weaponisation of AML/CFT and cybersecurity laws for transnational financial repression in the #EU by authoritarian regimes and their proxies.

When your payment history, communication patterns, and travel data are exposed, you become a target.

For those who don't know - proposed ChatControl means:

• Automatic scanning of ALL private messages, emails, and chats
• Mandatory age verification ending anonymous communication
• Cloud storage monitoring, including your private photos
• App store censorship and digital exclusion of minors

Join me at BTCHEL (August 14-16) to examine new evidence of how Russia's allies are weaponizing cybersecurity and #AML regulations against the EU, #US, and #Western democratic institutions.

In a world where digital and physical converge, privacy of payments, communication, and travel isn't just convenience—it's survival. It protects your life, property, and cultural identity from those who would exploit your data.

See you! 🧡

URGENT: PROTECT YOUR PRIVACY COMMUNICATION RIGHT NOW!

on 4th Sept 2024 #ChatControl regulation representatives of EU goverments will resume work based on a secret document according to Patrick #Breyer, former Member of the European Parliament.

Help to mobilize everybody to defend our #privacy of communication and its developers, investors!

If no preventive actions from your side now, this regulation will be endorsed on 12/13 December 2024.

According to the draft regulation dated 28 May (Council document 9093/24), ChatControl deploys to do, for instance:

🔻 “upload moderation”, users of apps and services with chat functions are to be asked whether they accept the indiscriminate and error-prone scanning and possibly reporting of their privately shared images, photos and videos.

🔻Scan by “artificial intelligence” technology previously unknown images and videos;

🔻If a user refuses the scanning, they would be blocked from sending or receiving images, photos, videos and links (Article 10).

🔻End-to-end encrypted services such as Whatsapp or Signal would have to implement the automated searches “prior to transmission” of a message (so-called client-side scanning, Article 10a).

During the last discussion on 24 May, the Council Legal Service made it clear that indiscriminate chat control scanning of non-suspects is still envisioned and remains a violation of fundamental rights.

Nevertheless, most EU governments are determined to go ahead. https://netzpolitik.org/wp-upload/2024/05/2024-05-28_Council_Presidency_LEWP_CSAR_Compromise-texts_9093.pdf

🌎 Tell your goverment and parliamentarians, that the proposal should be rejected altogether!

🔴Is your government in favour? → Ask for an explanation and for your government to revert its course.

🟡Is your government abstaining? → Ask why and demand that they take a strong stance against chat control.

🟢Is your government opposing? → Great, but take a closer look at the reasoning: Some governments like #Germany e.g. only object to the scanning of encrypted communications, but are fine with the indiscriminate scanning of other private and public communication, with the end of anonymous communication by requiring age verification, or with introducing a minimum age for “risky” communication apps. Also critical governments need to do more, exert their influence in the Council of the EU and agree on a joint list of necessary fundamental changes to the proposal. Absent such revision they should ask the European Commission to withdraw the chat control proposal as it stands.

🔴 In favour of ChatControl: France, Belgium, Bulgaria, Croatia, Cyprus, Denmark, Finland, Greece, Hungary, Ireland, Italy, Latvia, Lithuania, Luxembourg, Malta, Portugal, Romania, Slovakia, Spain, Sweden.

🟡Abstained: Estonia, Netherlands, Slovenia, Czech Republic, Austria

🟢 Opposed the proposal: Germany, Poland
