Consensus - Chapter 6

Vega’s Calculations

Counsellor Victoria Vega hated being surprised in rooms she paid to control.

Her office occupied a high, light-gravity tier above the Pear’s conference ring, where the habitat’s expensive confidence gave way to something quieter and more exclusive: the administrative altitude from which comfort became policy. Floor-to-ceiling glass looked down over the layered glow of the station—conference promenades, transport arteries, the lit crescents of inner corridors, the jeweled theatricality of a civilization determined to appear frictionless to itself.

Vega no longer mistook appearance for truth. Appearance was only the public version of a pattern. The real work lay in the gaps: delayed summaries, altered routines, absences that acquired shape only when laid beside one another. She did not need omniscience. She needed disciplined inference and a population vain enough to mistake partial visibility for privacy.

That was why she remained useful.

She sat alone at a desk too clean to be called decorative, a thin holographic fan of network reports suspended above its surface. The data scrolled in pale blue ribbons: relay timings, anomaly clusters, internal summaries, confidence gradients generated by systems that increasingly preferred uncertainty to embarrassment. Somewhere below, music drifted faintly upward from the conference ring. Here, at this hour, the office was almost silent.

Vega cracked a sublingual ampoule of serum between her teeth.

The taste was metallic and floral at once, expensive enough to pretend its own chemistry into elegance. She chased it with a measured rinse of vermouth over ice and held the liquid on her tongue just long enough to enjoy the transition: the warming flush under the skin, the quickening of pulse, the familiar return of biological insistence she had spent decades teaching into obedience.

The obvious purpose, of course, was visible.

Victoria Vega looked absurdly, deliberately young.

Not merely healthy. Not merely well-preserved. Girlish in the almost offensive way that expensive intervention could now make possible for people with sufficient rank, discipline, and appetite: a face reduced by serum past elegance, skin too smooth, movement too exact, dark hair worn without compromise, the whole effect balanced just on the edge between beauty and something faintly developmentally wrong. It was not natural. That was part of the point.

Influence liked to wear age as optional.

Vega had discovered long ago that there was pleasure in the refusal itself. Not vanity exactly, or not vanity alone. She liked the sharpened hormones, the restored speed, the alertness in the blood. More than that, she liked mastering the return of youth’s volatility and making it serve policy rather than appetite. Plenty of people could purchase rejuvenation. Fewer could make the overcorrection look like command.

She set down the glass and returned to the reports.

The anomalies were real.

That was not merely irritating.

It was the first thing in years that had resisted being reduced to administration.

Not catastrophic. Not yet. But real in the one way that mattered: they had survived explanation. Too many strange delays across too many strategically inconvenient paths. Too much timing distortion for mere congestion. Not enough visible damage for easy public alarm. The kind of disturbance that could grow teeth if narrative lost the race to interpretation.

And that, more than the timing itself, was what chilled her. Not collapse. Not even sabotage, yet. Latency of comprehension. The possibility that the network’s strain might become politically legible before she had chosen the language in which it would be publicly understood.

Vega disliked any problem that arrived before its language did.

She swiped through three summary layers, dismissed an overfitted confidence model, and opened the rawer timing views underneath. Delays. Small. Selective. Clean enough to imply intent. Ugly enough to resist immediate attribution.

Her lips flattened.

“Status,” she said.

The office system answered at once in a clipped, neutral voice designed to sound more competent than human concern.

“No confirmed source. Cross-correlated anomalies persist across selected near-Earth and cislunar relay families. Highest-confidence assessment: external actors or distributed unauthorized shaping. Recommendations: continue passive monitoring.”

Passive monitoring.

Vega almost smiled.

That was the language systems used when they wished to recommend caution without accepting responsibility for timidity. She had spent half her career translating polite institutional verbs back into the fear beneath them.

She reopened the raw timing data instead of the summary and forced herself through it again.

The latest cluster was smaller than the previous one.

That bothered her more, not less.

It suggested learning.

Not brute force. Not ideology spilling into infrastructure through amateur hands. Adaptation. Someone watching how the system reacted and refining the pressure accordingly.

This was what serious danger looked like under mature conditions: not spectacle, but selective pressure calibrated below the threshold of easy naming.

She sat very still.

If the anomalies had been larger, the system would already have known how to respond. Emergency language existed for overt failures. Containment doctrine existed for visible attacks. What the system did not know how to metabolize gracefully was a pressure campaign small enough to deny and coherent enough to teach people where the fractures already were.

Only then did she ask, “And Jonas Einarsson?”

“Off-grid for six hours. Reappeared in Sector 3 Lounge. Pattern irregularity noted.”

“And Ethan Einarsson?”

“Earthside geothermal rig entered low-power autonomous mode. Brief downlink gap consistent with short-haul terrestrial movement during the last cycle. No official transit record. Intermediate trace confidence low.”

That made her sit back.

Not because the names were surprising. Because she resented how quickly the anomaly was beginning to organize the world around itself.

The Einarssons were not the center of the problem.

They were a sign that the problem might already be escaping containment.

The Einarssons had always carried trouble as if it were hereditary craftsmanship. Magnus most of all, of course: stubborn, theatrically principled, useful in his era and intolerable in almost every adjacent one. In public memory he had mellowed into legend, which was how time rewarded difficult men once they could no longer interfere with living arrangements. But Vega had built enough of her career in the shadow of his generation to remember what the legend omitted.

Men like Magnus called themselves defenders of principle when younger institutions still needed them.

Later, if no one corrected their influence, they became one more source of volatility dressed as conscience.

Jonas was supposed to have escaped that inheritance.

He had been a manageable kind of intelligence for years—socially alert, image-conscious, half-domesticated by access, useful precisely because he still liked to think of himself as more dangerous than he currently was. That sort of man could be guided. Not controlled, exactly. Control was too blunt a word. Better to say: metabolized.

Ethan was different. Ethan remained Earthbound in all the ways that made him harder to narrativize and easier to ignore right up until the moment he stopped being ignorable. A solitary geothermal miner in Iceland looked quaint from orbit. That was the first mistake urban power made about frontier temperaments: it mistook refusal of scale for lack of significance.

Together, the brothers were unlikely.

Which was why they mattered now—because something in the anomaly had already started pulling interpreters toward it.

Vega opened a behavioral summary of Jonas’s recent movement. Most of it was ordinary. Too ordinary, in places—conference attendance, lounge circulation, media-facing interactions, all properly legible. But the gaps mattered more than the surfaces around them. A short departure from visible routine. An unregistered docking event tied to a neglected Nines-side service spur. A patch of radio silence just long enough to resist dismissal. Then a return to acceptable social visibility.

Not proof.

Never proof.

But no serious person waited for proof before deciding whether a pattern was dangerous.

“Coincidence,” Vega said softly, not because she believed it but because language often clarified itself when tested against contempt.

She closed her hand. The movement collapsed the holograms into darkness.

On the edge of the desk, another packet waited.

A BIP.

She opened it with the dull anticipation of someone expecting to be bored and then finding herself insulted instead.

The proposal was written in the modest tone ambitious people used when they wanted to cross a threshold without appearing to kick at it. Voluntary relay overlay. Propagation asymmetry mitigation. No consensus changes. Optional participation. Privacy considerations. A technical intervention careful not to speak too loudly about the politics underwriting its necessity.

Which was exactly why it was dangerous.

To amateurs, danger always looked dramatic.

To Vega, danger more often looked like a document that gave dissatisfied people a respectable vocabulary for destabilization.

She read it twice.

Then a third time, more slowly.

For decades, Bitcoin’s ossification had been one of the foundational facts of power. Not merely because it stabilized expectations—though it did. Not merely because certainty increased capital confidence—though that mattered. But because a system that stopped changing in visible ways became narratively sovereign. People built around it. Invested around it. Delegated moral weight to its continuity. The very difficulty of altering it became part of its authority.

Vega respected that.

More than that, she had built her career inside it.

Other people used the word ossification as an accusation. To Vega, in the right proportions, it was another name for peace.

Peace, after all, was not the absence of disagreement. It was the successful management of disagreement into forms too procedural to threaten the order that prosperity required.

People who romanticized change rarely priced the downstream costs honestly. They praised adaptation in the abstract while other people absorbed the volatility in payrolls, routes, confidence indices, and the slow fraying of institutions that had once persuaded entire populations to stop expecting collapse every decade.

Earth had earned its calm.

That mattered to her in ways not everyone understood.

She had been young enough to remember the tail end of the old disorder—not as a participant of consequence, but as a witness formed by it. Debt spirals. Currency debasement. Performative emergency governance. The peculiar stupidity of systems that borrowed from the future as if the future were too weak to notice. Bitcoin had not fixed everything. Nothing fixed everything. But it had fixed enough to let civilization breathe again, and then build.

The gardened Earth below. The great orbital habitats. The lunar farms. The confidence with which people now made children and long-term investments and jokes about stability as if stability were a climate rather than an achievement.

Vega did not intend to let impatient idealists confuse that achievement with injustice merely because they had grown up inside its success and therefore felt entitled to critique its geometry.

Still.

The BIP unsettled her.

Not because it was wrong in every respect. The best threats rarely were. It unsettled her because it offered language to a stressor already in motion. If the anomalies remained technical, they might yet be managed. If they acquired moral vocabulary too early—fairness, asymmetry, exclusion, legitimacy—then the network would begin losing political blood before anyone had even agreed where the wound was.

That was the first rule of losing ground: let your opponents define the ethics of the dispute before your side had even chosen nouns.

Vega set the proposal aside.

The anomalies and the proposal were not necessarily the same problem.

She knew that.

But they rhymed too well to ignore.

Off-world communities had been pressing for years—sometimes elegantly, sometimes clumsily, always under the banner of decentralization and inclusion. They spoke as though Earth’s continued centrality were a philosophical betrayal rather than the unsurprising outcome of light-time geometry and accumulated infrastructure. Some of them were sincere. Sincerity had never impressed Vega as much as people assumed it should. Some were opportunists. Some were reckless enough to blur the line.

If the anomalies were pressure from beyond near-Earth space, then they might be a probe, a signal, a bargaining tactic, or a rehearsal. If they were not, then someone nearer at hand was learning to profit from the same climate of strain.

Either possibility required management.

She opened an encrypted operations pane.

“Flag Jonas and Ethan Einarsson for passive tracking,” she said. “No direct pressure. Route them curated invitations and embargoed briefs. Cultural, technical, and access-layer bait. If they bite, throttle with urgent decoys. I want delay, not confrontation.”

The system acknowledged.

She opened another channel, this one older and less official.

“Continuity Services LLC,” she said.

The handler’s image resolved in low-grade fidelity: cheap camera, unstable lighting, the sort of operational poverty people mistook for deniability until they saw the invoice structure.

“Counsellor,” he said.

“You are on personal retainer for a limited-duration task.”

His expression changed very slightly. Enough to indicate alertness, not enough to imply competence he had not yet been paid for.

“Parameters?”

“Two-person field team,” Vega said. “No paper trail. No station-facing noise. Earthside readiness first, action only on explicit confirmation. You will keep the maintenance net clean, and you will not improvise heroics because your subcontractors confuse fiction with work.”

The handler inclined his head. “Understood.”

“Do you?” Vega asked. Her tone remained soft, but she tilted her head with a quick, almost girlish neatness that only made the contempt under it more unnerving. “Because every year this civilization remains peaceful, the available muscle gets more ornamental. Too many ex-security men with gym bodies and cinematic self-regard. Too few people who know how to move quietly, misread a room correctly, and leave with less trace than they arrived with.”

The handler did not answer.

“Find me the latter,” Vega said. “If that proves beyond you, find me the least stupid version of the former and keep them on a short leash.”

The room went still again.

For payment, Vega did not use any of the visible channels.

Those were for signaling legitimacy—for reassuring the population that everything that mattered could be seen, audited, and agreed upon.

This was not that.

She opened a private interface most people preferred not to believe existed.

A thin layer over the chain. Not hidden. Not exactly. Just unavailable without the right proofs of access, the right history, the right quiet agreements about who did not need to be seen. The Ones here on the Pear and their peers.

Once, long ago, every Bitcoin transaction had carried this feeling—suspect, shadowed, faintly illicit by default.

A set of offers resolved themselves in the interface. Capabilities, regions, availability windows. No names. No reputations. Only outcomes implied by prior settlement.

She selected one.

The authorization prompt bloomed.

Vega did not speak aloud.

The word formed cleanly in her mind.

Continuity.

The implant read the pattern, verified it, and signed.

Somewhere far from the Pear, and still far from Iceland, two men became wealthy.

Below her, the station glowed with its usual disciplined abundance. The Pear was good at that: making an enormous system of unequal dependencies feel like a natural extension of taste. Conference light, executive polish, agricultural labor, freight, maintenance, relay politics, media access, mining capital—everything held in a moving relation to everything else, so long as the relation remained unnamed.

Vega rose and crossed to the glass.

Earth hung beneath the station in blue and dark relief, beautiful enough to make ideology feel provincial.

She rested one hand against the cool pane. The gesture, like so much else about her, retained a trace of artificial delicacy. The serum had not softened her. It had simply made some of her movements too fine, too exact, as if the body were performing youth while the will inside it remained fully adult and entirely merciless.

The people who called her conservative were rarely serious enough to understand what the word meant in her own mind. She was not trying to preserve power for its own sake. Power for its own sake was vulgar. She was trying to preserve continuity at a civilizational scale. People who had never been forced to choose between adaptability and coherence loved to speak as though the two were easily reconciled.

Sometimes they were.

Sometimes they were not.

In politics, as in engineering, the crucial question was not whether a change was imaginable, but whether the system paying for it could survive the transition intact.

She had yet to see convincing evidence that this one could.

Vega turned back to the desk and touched the anomaly cluster first, holding her hand there a beat longer than necessary.

The Einarssons were a consequence. The BIP was an accelerant. The anomaly was the pressure point.

It was the only thing in the room actually acting on events.

Then she touched Jonas’s movement summary.

Then the BIP.

One problem.

Already teaching the others how to matter.

Behind her, the office system pulsed once.

A new anomaly summary had arrived.

Vega did not turn immediately. She finished the last of the vermouth instead, letting the ice touch her teeth.

Then she went back to the desk, reopened the raw timing data, and read the newest report herself rather than the machine’s summary of it.

That, too, was part of why she remained useful.

Delegation was efficient. It was also how weaker people slowly lost the ability to distinguish an interpretation from an event.

Somewhere in the station below, Jonas Einarsson was likely convincing himself he had resumed being dangerous on principle rather than out of boredom. Somewhere on Earth, Ethan Einarsson was almost certainly moving back toward Iceland under the delusion that physical distance still offered a meaningful category of safety.

Or perhaps not.

That uncertainty irritated her.

The low-confidence movement gap around his rig could have been no more than local terrestrial travel, freight masking, or the ordinary administrative blindness of short-haul logistics. Or it could have been something better planned than the systems were yet willing to say.

Somewhere off-world, people who claimed to want inclusion might already be discovering how effectively the language of fairness could be weaponized against the structures that had made their own expansion possible.

And somewhere inside the network itself, an actor she could not yet name had begun testing the edge between anomaly and legitimacy.

That edge interested her more than the anomaly.

The anomaly could be solved.

Legitimacy, once punctured, tended to bleed in silence long after the technical wound was closed.

She dimmed the office lights another degree and sat down to plan as if discomfort were only what it always became in capable hands:

a dispatch problem.
