✍️ A 22-year-old woman, Neli Dinora Rivera Felipe, was arrested in connection with abandoning a newborn baby in a dumpster in Austin, Texas.
👉 Felipe was arrested and charged with abandoning or endangering a child 👉 The baby was rescued from the dumpster by residents and is receiving care 👉 Felipe allegedly gave birth to the baby in her apartment and placed it in the dumpster 👉 Texas has a Safe Haven law allowing for the legal surrender of unharmed newborns up to 60 days after birth
