Money and the Mechanism of Exchange

W. Stanley Jevons published Money and the Mechanism of Exchange in 1875 to follow money from metal in a purse to promises in a ledger and balances struck between banks. He asks which physical qualities each monetary function demands, then traces how warrants and cheques economize on handling metal while leaving the obligation to pay it intact. The map is precise enough to test later monetary proposals, including his own: a single state department issuing paper against deposited gold, defended on empirical and utilitarian premises a reader can examine separately.

The chapter on the material of money names a defect in earlier treatments, which listed desirable properties without asking which function each serves. Circulating coin must make up ordinary sums in pieces neither too heavy nor too minute to handle, and divided metal must keep its aggregate value almost intact, since gold pieces remelt together cheaply while a cut fur loses value. Jevons treats recognition as a cost too: if every receiver must weigh and test his payment, exchange slows, and gems fail as money because a lapidary is needed to tell true stones from imitations. A mint's impressed design moves that verification cost to one place.

The same chapter anticipates perfected barter, in which money is used mainly as a standard of value and stability outranks portability and recognition. That forecast prepares the indexation scheme near the book's end. Beyond contracts, Jevons defends stability with cardinal utility: losing ten pounds hurts a man with one hundred a year more than gaining ten helps him, so debtor-creditor transfers destroy utility on average, as gambling does. Summing such gains and losses across persons is a welfare premise readers can reject while keeping the contractual case for stable deferred payments.

The analysis of promissory documents sorts them by what the issuer must hold. A bill of lading or dock warrant names particular packages; the issuer keeps those identical goods as a warehouse keeper, and paper beyond the goods requires deliberate fraud. A general warrant for fungible stock can be met from any portion of proper quality, so default stays hidden until most holders present together, which invites speculative issue. Jevons pictures pig-iron warrants issued beyond Glasgow stocks, letting bear speculators depress prices and buy back cheaply, and recalls raids on bank shares that an 1867 Act checked by requiring sellers to identify the shares sold.

These contractual distinctions give no ground for calling every fractional arrangement warehouse fraud, since a general promise to pay later is a different contract from a receipt for a named parcel, and its risk rests on the issuer's prudence and the holder's knowledge of terms. The general promise keeps the hazard of hidden default. Jevons raises the natural right to make promises and answers from a utilitarian view in which law creates rights and regulation follows expediency. A reader starting from property rights can keep the taxonomy and contest that premise, which carries much of the later policy.

Book credit carries the same logic into banking. Within one bank, payments among customers become entries in its books. Several banks in a town create cross claims, and pairs multiply: fourteen banks form ninety-one possible pairs, fifty form 1,225. Carrying coin among them would be absurd when each bank tends to receive about what it pays. Jevons diagrams four banks linked through a bankers' bank that sorts cheques and settles remainders by transfer in its books. English practice split that role between a Clearing House run by a committee of bankers and the Bank of England, which held bankers' deposits and made the closing transfers.

Netting changes what moves and leaves the unit and the settlement obligation in place. Residual balances must still be paid in something the creditor bank accepts as final, so clearing concentrates the demand for reserves at the settlement point, which anticipates Jevons's later worry about London's narrow gold margin. The diagram establishes the arithmetic of netting and a common settlement agent. A Clearing House run by a committee of bankers shows that netting needs no state monopoly of issue. The book's later case for one rests on further premises.

Those premises, mostly empirical claims about English bank reserves, appear in the money-market chapter. Jevons reports the free-banking claim that each banker has a right to issue whatever notes customers will take against a reserve of his choosing. He replies that London already lacks gold and extra paper narrows the metallic margin further. Scottish success earns his acknowledgment, but he argues that in England competition rewards the bank that runs its reserve lowest. No statute, he insists, protects those who trade without a sure prospect of gold, and the Bank of England cannot prop up all English commerce. His remedy is combined cash reserves held by an association of banks, in coin, bullion or warrants against them, excluding government stock because forced sales at home add no gold.

The tabular standard separates the medium of payment from the standard for long contracts. Jevons credits the idea to Joseph Lowe, Poulett Scrope and G. R. Porter and supplies machinery: a permanent government commission with quasi-judicial power would collect market prices and publish monthly changes in the purchasing power of gold. If gold lost value in the ratio of 106 to 100 over three years, a creditor owed one hundred pounds would claim six percent more. The clause would begin as a contractual option and later become the default for debts over about three months unless the parties expressly provided otherwise, with payment still made in gold. The index depends on which commodities enter it and on his preferred geometric average, and he expects the scheme to soften commercial crises without abolishing them.

In his conclusion, the quantity of money should regulate itself and flow across borders with trade, as corn and iron do. Paper issue should follow strict law: private issues should disappear like private mints, and a single state department, closer to a mint than a bank, should issue notes that rise and fall with gold deposited. A self-adjusting commodity stock is a different arrangement from free private issuance, and his view that paper never circulates abroad belongs to the 1870s. Readers comparing monetary proposals should read it to learn how a warehouse receipt differs from a promise to pay and what clearing leaves gold to settle, then test his state-issue plan against that taxonomy.
