Investigations into the Method of the Social Sciences

Investigations into the Method of the Social Sciences, first published in German in 1883, asks what kinds of knowledge social science can produce and what evidence each kind requires. Across four books and nine appendices, Menger separates historical research into individual cases from theoretical research into types and typical relationships, then divides theory into exact and realistic-empirical orientations. He also argues that many institutions can be explained by tracing them to individual action. Much of the book is a dispute with the German historical economists. It earns its place by teaching readers to identify what an economic claim asserts before judging whether it holds. The text reviewed is the 1985 New York University Press reissue of Francis J. Nock's 1963 translation, edited by Louis Schneider, with a new introduction by Lawrence H. White. Those introductions carry their authors' judgments, which are separate from Menger's.

The central insight is that both kinds of theory are legitimate. Exact research isolates one causal relationship under strict conditions, while realistic-empirical research seeks regularities in complex real cases and accepts exceptions. In Menger's price example from Book One, an increase in need for a good yields a definite price increase when four conditions hold: participants pursue their economic interest fully, they make no pertinent error about goals or means, they know the relevant situation, and no outside force impairs their economic freedom. He grants that real markets seldom meet all four, so a real price may rise by a different amount or fail to rise at all. The familiar observation that demand usually raises prices looks similar, yet it is a different claim, and it has to be checked market by market. Natural sciences use both orientations as well. The reader gains a usable test: when a theory is said to have failed, ask whether its reasoning broke or its conditions were absent, since those questions call for different evidence.

Book Two carries the same discipline into history. Menger separates the individual development of a concrete thing, such as one enterprise rising and decaying, from the development of empirical forms, the way a recurring type of phenomenon changes across centuries. His own example of the second kind is money, which he describes as one economic phenomenon, a means of exchange, taking markedly different empirical forms over time. Because empirical forms change, a realistic regularity is tied to the periods and places that yielded it, and attaching a national or period label does not make it a universal law. Exact research works with elements conceived as strictly typical, so change touches it less. Even so, Menger stresses that exact research does not deny development, and new institutions supply new objects of study. Readers learn to ask how far a historical generalization can travel beyond its sample.

Book Three turns to institutions, building on Book One's reply to the charge of atomism. A nation, Menger argues, is a web of connected individual economies, public finance included, and treating it as one household-subject hides what needs explaining. Social structures resemble organisms in the fit of their parts, he grants, yet calling a process organic explains nothing until one shows how it arose. Money is his test case. It can be introduced by agreement or legislation, he notes, especially in new communities such as colonies, and its later development often runs through legislation. His alternative path starts from the burden of barter. A trader who accepts a more marketable good he does not need improves his chance of later obtaining what he wants. Others learn by watching such traders succeed. Over time custom settles general acceptance on the goods most marketable, durable, divisible, and portable for that time and place. Each trader acts on purpose, for his own advantage, yet no one sets out to create money; the institution is the unintended result of individually purposeful efforts. Menger contrasts this with institutions intended by the common will of society or by its rulers. Modern money, markets, law, and the state, he says, combine both origins: undesigned outcomes of individual action that public powers deliberately continue and reorganize. The account helps a reader separate designed from undesigned elements in a given institution and ask which path the evidence supports. Readers coming from later praxeological writing will recognize the focus on individual action, though Menger's method should not be equated with the a priori system Mises developed later.

In Book Four, Menger defends Adam Smith and his followers against the claim that they ignored history or the way institutions vary with time and place. What he faults is their predominantly pragmatic view of institutions as intended products of a common will. He also separates the historical school of jurists, linked with Savigny, from the German historical economists who claimed it as their model. White's introduction disputes Menger's reading of Smith, and the book's specific historical verdicts deserve the same careful reading as its method. Appendix IX ends on ethics: explaining the value or price of a good passes no moral verdict on it, realistic theory includes ethical motives where they operate, exact theory sets them aside for a limited inquiry, and moral limits on practical economic conduct remain legitimate.

Expect slow reading. Menger introduces distinctions in quick succession and uses key terms in precise senses, so it helps to note each definition as it appears. Long passages reconstruct nineteenth-century German controversies with jurists and historical economists, and readers without that background may want to follow the structure of the argument first and the polemics second. Readers who want the methodological ground beneath Austrian arguments about price and money will find it here, as will students of social science who keep watching theory and history talk past each other.
