The Second Realm: Book on Strategy, by Smuggler and XYZ

Smuggler and XYZ's The Second Realm: Book on Strategy asks how a minority of people seeking liberty can withdraw from coercive arrangements without first converting everyone else. This recommendation covers the undated HTML booklet hosted by Anarplex. Writing as anarcho-capitalist strategists, the authors treat minority exit as a coordination problem: participants have to keep relationships, meeting places, exchange and culture working among themselves while still living inside a hostile environment. Their introduction says some of the methods have been tested and others await implementation. We recommend the booklet to readers assessing institutional design because it names the dependencies an exit plan creates and the tradeoffs among them.

A strategy that waits for a majority to accept an ideology needs persuasion at national scale. A voluntary association of a minority needs people willing to cooperate who can find one another and keep their word. The authors argue that individualism need not mean isolation. A person pursuing liberty still needs partners, and much of the booklet concerns how to keep them.

Their account of obstacles widens the list of constraints. Coercion limits exit, and so do culture, the expectations of family and colleagues, and the suppliers a person relies on. Secrecy can hide an activity while leaving each of those dependencies in place. Someone who conceals a trade still needs a counterparty who delivers. A reader can test any exit plan the same way, by listing the people and suppliers it requires and asking which of them could withdraw.

The revised temporary autonomous zone moves where an association keeps its continuity. In the authors' model, a permanent, conspicuous enclave concentrates people and assets at one known place, which makes it a fixed target. A temporary physical gathering disperses afterward, while the relationships and information networks formed there persist and link one gathering to the next. The authors present this as part of their security strategy. For an institutional designer, the useful point is that the association survives through its members' ties to each other.

Exchange follows the same logic. Repeated dealings lower the cost of trust because a participant who expects future business has reason to perform now. The authors sketch specialized services, a Trust Network and Trade Facilitators, which would spread coordination costs that each participant would otherwise carry alone. They describe a market as interaction among participants, so these services exist only if people inside the network build and staff them.

Specialization also produces the booklet's sharpest internal tension. Delegating security and facilitation to a few specialists lets most participants keep ordinary lives. Yet the authors' own sections on specialization and on security and defense warn that security providers can accumulate power and drift toward monopoly. The counterweight the authors rely on is coordinated action by participants, which is the same capacity the whole strategy is trying to build. Their layered defense combines non-aggression, interpersonal trust, technical protection and incentives such as financial penalties. It runs into a related strain on the justice side: strong pseudonymity protects participants, yet it can make fraud hard to prove and the person responsible hard to hold accountable.

Relationships, temporary gatherings and specialized services all depend on people who keep showing up and keep their commitments. The authors argue that a voluntary culture sustains that cooperation and that small efforts develop both the people and the practices. They call the booklet a starting stimulus and disclaim any blueprint.

Read The Second Realm to answer a design question: what must a minority of voluntary participants supply to one another before exit becomes workable, and who gains power by supplying it? Expect openly anarcho-capitalist strategy. Readers who want neutral sociology or legal guidance will need other sources. The booklet gives illustrations, including an unnamed private club that a footnote describes as still operating at that time. It does not give systematic evidence comparing how reliably its institutions perform. It does equip a reader to examine any proposed alternative institution by the relationships, services, specialists and habits it would require.
