The Permanent Floating Voluntary Society by Kerry Thornley

Kerry Thornley published six articles in Innovator between July and December 1966, and Liberty Under Attack Publications has gathered them into a short reprint with a foreword by transcriber Shane Radliff, signed in September 2017. The collection deserves reading for one argument that outlasts its dated surroundings: Thornley treats exit as a question of productive capital and property rules. In his examples the boats already have owners, so a vessel counts chiefly as an asset that must earn its keep and pay for its own maintenance. Property rules become his open problem at the seabed, where scarce natural resources need some procedure for deciding who may claim them. His own pages strain against that thesis whenever he imagines the open sea as a place where state claims thin out.

The opening essays on small and large boats make the case concretely. A vessel can serve as home and business at once, and Thornley's chartering illustration ties a household's freedom to an earnings stream and a maintenance budget. His escalation from family boat to charter vessel to shipping capital is the most useful idea in these pages because it makes entry divisible: someone can begin with one paying asset and add capital in increments, long before any floating city exists. The weakness is evidentiary. His examples are anecdotes priced in 1966 money, and they leave open both whether the arithmetic works today and whether a newcomer could acquire competent seamanship as quickly as he implies.

The essay on ships and shipping turns to institutional design. Thornley explains how flag registration and tax treatment shape an operator's costs and where subsidies shift them, then proposes that several shipowning associations cooperate under one commercial identity while each keeps its own internal arrangements. This is the part most worth testing for readers interested in voluntary coordination, because it describes shared services and a common commercial face while letting each member association keep its own rules. Thornley offers this arrangement as a proposal, and the essays document no working example. His statements about jurisdictions and taxes describe 1966 conditions. They remain unverified for later years and unsuitable as current guidance.

On marine cities, Thornley urges people to build complementary skills and services around an emerging marine industry, and he counts specialist knowledge as an investable asset alongside cash, a point that still applies to how small groups build capability. Mobility figures as an option to exercise when confiscation or control threatens. That option is conditional, because moving capital depends on upkeep and logistics as well as on weather and markets. The essays give no assurance of present legal immunity at sea, and readers should treat his jurisdictional hopes as period assumptions. Whether his projected cities could sustain themselves stays open, because the essays supply forecasts and leave viability untested.

The closing essays on aquaculture and marine mining are where the collection earns its place. Thornley recognizes that material independence requires production and ownership rules, which relocating a residence leaves unaddressed. On competing claims to seabed resources he is more careful than his jurisdictional optimism elsewhere would predict: a sweeping proclamation over the ocean floor would install another landlord, while Georgist common-rent schemes raise hard questions of administration and incentive. He observes that the difficulty of actual extraction, and the labor it demands, changes what any claim can practically enforce. The last essay ends by asking for a simple ownership procedure and raises a Lockean account of labor as one possibility. That procedure stays unwritten, and the essay leaves open whether commons must fail or whether his alternative would work, yet it names an unresolved institutional problem with care. Its industrial examples and figures warrant independent checking before anyone leans on them.

Two limitations belong at the center of any recommendation. The collection openly countenances illegal commerce and imagines armed confrontation at sea. That strand narrows its conception of exit, since a plan that depends on evading or fighting enforcement stakes its participants' lives and property on the conflict it courts. The publisher's disclaimer describes some proposals as illegal and disavows any recommendation to break the law, though a disclaimer leaves the underlying practical claims untouched. Fitness for purpose is the second limitation. Thornley suggests that a handful of hours of instruction prepares a sailor, and that figure establishes no competence standard. His admiralty assumptions date from 1966, while Radliff's foreword describes later seasteading projects from the vantage of 2017. This is a book for historical reading. Anyone seeking a seamanship manual or a business plan should look elsewhere, and its legal ideas offer no exemption for present conduct.

Radliff's foreword quotes Rayo, while the essays themselves trace Thornley's own path from household boats through shipping and settlement to the question of who owns what lies beneath the water. Approached as a source of questions about income-bearing mobile capital and voluntary coordination, the collection rewards a reader willing to test each proposal against its costs. The publisher-affiliated archive offers the complete reprint free to read for anyone who wants Thornley's seabed ownership problem in his own words.
