Liberalism

When labor is divided among many people, they produce far more than the same people would produce working alone. Ludwig von Mises starts the policy argument of Liberalism (1927) from that fact and then asks how specialists coordinate. His answer is market exchange of productive goods. Machines, coal, land and hours of skilled work all trade for money, so each one carries a price. With those prices, an engineer can compare the cost of a tunnel through a mountain with the cost of a line built around it. In this account, private ownership of the means of production keeps those prices forming. Losses then move capital toward owners who serve consumers better.

His defense of property rests on social utility and makes no appeal to natural rights. Inherited wealth gets no special protection, because a fortune survives competition only while its holder keeps reinvesting it well. Mises rejects anarchism explicitly. He gives government the job of protecting life, health, liberty and property against violence. The calculation argument is also precise about its target. A public enterprise operating among market prices can still keep accounts. The impossibility he describes arises only when full socialism abolishes the market for capital goods. At that point planners lose any common denominator for iron, labor and building materials.

From there, the chapter on interventionism follows a single binding price ceiling forward. Below the market price, demand outruns the stock on hand, and buyers who arrive early or have connections empty the shelves. Once stocks run down, production that no longer covers its costs shrinks. Officials can then rescind the ceiling and let prices bring supply and demand back toward balance. Persisting requires forced sales, rationing, compelled output, and fixed prices for inputs and wages, which pulls further branches of industry under control. Mises presents that expansion as what the original goal demands if officials insist on it, and because repeal stays available at every step, no single law is presented as a certain road to a total state. Wages set above the market rate get the same analysis, and he separates voluntary union bargaining and peaceful strikes from the coercion that shuts other workers out. Mises also concedes that a changing economy always shows some unemployment as people move between jobs.

Borders get the same kind of analysis. For Mises, self-determination belongs to residents. If the inhabitants of a village or a district vote in a free plebiscite to leave their state, their choice should stand. He rejects the version that lets a nation annex unwilling people who share its language, and he cites Fascist claims on Swiss territory as the abuse to avoid. He would give the choice to each individual if that were technically possible, and he limits it to territories that can be administered for that practical reason alone. The book states both the individual ideal and its constraint, without a plan for personal opt-out.

Minorities get candid handling. Mises grants that a national minority faces handicaps in courts and politics even under a liberal constitution. His remedy is to shrink what government can do to anyone, which reduces the reward for capturing it. Schooling shows how. In regions with mixed languages, the compulsory public school becomes a political prize. Parents choosing a school face pressure from customers and employers of other nationalities. Mises proposes removing the state and public funds from education entirely and leaving instruction to parents and private associations. Many readers will find that extreme. Even so, his explanation of how state control of schools feeds national conflict deserves study.

Trade and migration complete his account of peace. Commerce across borders ties each nation's prosperity to its neighbors' prosperity. Mises treats that interdependence as the basis for peace, an aim to work toward and no guarantee against war. For Mises, freedom to live and work anywhere belongs to the core of a society built on private property. Barriers raise wages for workers already inside a high-wage country at the expense of those kept out, and they lower the productivity of labor worldwide, a loss he treats as certain. What he calls uncertain is whether free migration's productivity gain would fully compensate incumbent union workers for their possible wage losses.

Several of the book's judgments need to be stated plainly. Mises condemns fascist violence and warns that a foreign policy built on force must lead to endless wars. Yet in the same passage he credits fascism and similar dictatorships with good intentions and with saving European civilization for the moment, a merit he expects history to remember, while calling the movement an emergency makeshift. The praise is qualified, and it is still a serious misjudgment. The colonial section condemns conquest and extermination and demands an end to European rule. It also lets European troops and officials stay wherever they are needed to keep colonies trading, under League of Nations mandates until self-government arrives. Its confident claims of European superiority are among the book's limitations. Readers looking for pure decentralism should know that Mises also calls for a world state of equal nations with supranational courts and administration, alongside local plebiscites. His early description of socialist sympathy as a neurotic consolation is dated psychologizing with no clinical support, and the same weakness applies to the ethnic generalizations scattered through the book.

The chapters on political parties return to the opening mechanism. A privilege stops being a privilege once a majority holds it. Special-interest parties therefore build coalitions of minorities while claiming to speak for everyone, promising cheap bread to city dwellers and high grain prices to farmers. The costs fall on someone else, as in his illustration of a weaver hurt by tariffs on machines and yarn. Businesses adapt to protected markets and to preparation for war, so owners of capital are no natural liberals. Inherited fortunes in particular have more to fear than to hope from open competition. Mises grants that many socialists are sincere and honest, which sits awkwardly beside his earlier diagnosis. Against the trading of favors he offers argument under equal rules, with no party songs or idols. His program asks politics to deliver material welfare through cooperation and leaves inner happiness to each person.

Liberalism suits readers who want a compact book that connects economic calculation, price controls, secession, migration and party politics through one account of cooperation, and who can keep its errors in view while weighing its arguments. Economists will find the chapters on calculation and intervention the most durable. Readers focused on governance will get the most from the sections on plebiscites and minorities.
