Quick questions about OP_RETURN? Quick answers here.

There has been a lot of debate about a recent discussion on the mailing list and a pull request on the Bitcoin Core repository. The main two points are about whether a mempool policy regarding OP_RETURN outputs should be changed, and whether there should be a configuration option for node operators to set their own limit. There has been some controversy about the background and context of these topics and people are looking for more information.
